The Republic of Parnu's military at it's core is about defence and keeping control. Parnu is an openly anti-war nation and is currently in a situation where it feels protected by bigger entities if things turn really south, deterrence is better than war  or as George Washington states in 1790: " To be prepared for war is one of the most effective means of preserving peace."
